What I am looking for is a MANUAL and EFFECTIVE method to clear the DNS cache. None of the "automatic" methods are working to include netsh or ipconfig from the command prompt. All I get is "Could not flush the DNS Resolver Cache: Function failed during execution." Not real helpful if you know what I mean.

ClientB can ping the server by name, so I think name resolution is OK, but I would still check the DNS cache on ClientB by running ipconfig /displaydns. If the name is listed with the wrong ip address you can clear the DNS cache with ipconfig /flushdns. I admit this is less likely to be the problem.
